IT Summit by heise: The Sovereign Cloud Compass
Part of the programme curated by the iX editorial team. A live demo shows how the Compass is configured for a use case, how minimum requirements act as dealbreakers, and how an EU sovereignty assessment follows.
Recalibration: AI processing location and operator access
Not storing is not the same as not being able to access. For AI operator access, statelessness, ephemeral modes, tenant isolation or dedicated capacity now justify at most 3 out of 5; a 4 requires a technical exclusion documented for the inference path itself. Confidential computing at infrastructure level alone is not sufficient. Seven assessments drop from 4 to 3: STACKIT, pluscloud open, Exoscale, Scaleway, noris, Cloud Temple and Infomaniak. No provider currently scores 4.
SPOT rev22: Sovereignty Watch weeks 38 and 39 incorporated
Four assessments changed: OVHcloud SecNumCloud from 5 to 3, because ANSSI lists SNC Cloud Platform as a qualification in progress. UpCloud ISO 27001 from 3 to 4 after the full certificate became public. IONOS operator exclusion from 1 to 2. AWS AI data residency from 3 to 4. New: the catalogue version per C5 attestation.
EuroCloud Summit: Sovereignty is measurable
Between the GmbH facade and the EU flag. Sovereignty is not a label but a measurable spectrum. Where providers actually deliver, and why sovereignty washing works in both directions. With an outlook on the EU CSF and CADA.
SITS Sovereign Summit: Spotting sovereignty washing
How do you recognise sovereignty washing, and how much sovereignty does a use case actually require? How cloud offerings can be placed on publicly verifiable criteria.
CCX Cloud Computing Conference: Workable sovereignty, not marketing
Opening keynote of the second conference day. Seventeen providers compared independently across six axes, from data residency through operator access to ownership and jurisdiction. Sovereignty washing runs in both directions.

European Cloud Sovereignty Report 2026
48 pages: market situation, methodology, six market-wide findings, 17 provider profiles, four sector scenarios and the full EU CSF reference view. The report reflects the March 2026 data state (SPOT rev20, 31 criteria); the Compass on this site now runs on rev22 with 43 criteria.
c.m.x channel meets x: Unmasking sovereignty washing
How channel partners and managed service providers use the evidence-based, vendor-neutral methodology of the Compass to advise on substance rather than marketing.

Sovereignty washing: how to actually assess cloud sovereignty
Feature in iX Magazin. Why both the EU flag and the GmbH facade miss the same point, and what makes a sovereignty claim verifiable.
Independence and disclosure
The Sovereign Cloud Compass is self-funded and freely available. There are no payments, sponsorships, advertising or commission relationships with the assessed providers.
Through IT Capital Partners GmbH, Jörn Petereit holds a stake in tecRacer, an AWS partner. AWS European Sovereign Cloud is one of the 17 assessed providers. AWS is held to the same standard as everyone else, and that standard can be checked: AWS meets 9 of the 12 minimum criteria and remains capped at 1 out of 5 on ownership structure and FISA 702.
Speaker fees, where they arise, are paid to IT Capital Partners GmbH and have no bearing on any assessment.
