How measured?

Scale 0–5 + N/A:
  • Derived from core service coverage:
  • 0 = Very low (almost no PaaS / <10% coverage)
  • 1 = Low (10–30%)
  • 2 = Medium (30–50%)
  • 3 = Good (50–70%)
  • 4 = High (70–90%)
  • 5 = Very high / hyperscaler-like (>90%)
  • N/A = no reliable evidence

Validation questions (RFP)

  • Which must-have services (DB, analytics, AI, IAM, SIEM, KMS, gov tooling) are mandatory? Which roadmaps are contractually committable?
